Here's The Clue: 
This little plant eater is the most primative known horned dinosaur.  It's face was distinguished by a prominent parrot-like beak.  The bone that supported the beak is a key feature of all of the horned dinosaurs.  Unlike later ceratopsians, it was mainly bipedal, but probably waddled on all fours when grazing over 119 million years ago.
